Milk cheese foam in hotel pan in back area at 58-60F for at least 2 hours per person in charge. Person in charge decided to voluntarily discard the quart of milk and 12 ounces of cheese foam. The root cause is there is no acive cooling at that unit and they are relying on the ambient cold from the ice. Hold TCS at or below 41F.
Why This Matters
RAPID BACTERIAL GROWTH: At 50°F, E. coli doubles every 30 minutes. At 70°F, it doubles every 20 minutes. After 4 hours above 41°F, bacteria can reach dangerous levels causing severe illness. Common result: 24-72 hours of diarrhea, vomiting, fever, potential hospitalization.
Code Requirements
Immediately discard foods held above 41°F for over 4 hours. Rapidly cool foods above 41°F if less than 2 hours. Check ALL cooler temps every 2 hours with calibrated thermometer. Repair/adjust refrigeration immediately. Never store food in non-refrigerated areas.

Hot Water and Chemical-Methods (P)
There were no buckets of sanitizer bottles with sanitizer and the three compartment sink was not set up and could not be set up properly to sanitize as there are no drain plugs. Per the person in charge they were not sure what the ppm should be and what the contact time is for sanitizing in cholorine. Food contact surfaces during inspection are not being properly sanitized; provide sanitizer and knowlege to staff on how to properly sanitize.

CROSS-CONTAMINATION: Skipping steps leaves bacteria and food residue on 'clean' dishes. Studies show improper warewashing spreads bacteria to 73% of dishes. Major cause of Norovirus outbreaks affecting hundreds.
